Creates a public key on the HSM from the given key spec. DSAPublicKeySpec and X509EncodedKeySpec are supported. The key on the HSM is a temporary session object; use the MakePersistent method to make it permanent.

If the incoming key is already an instance of one of those classes, the same key object is returned. If a new key is created on the HSM, it is a temporary session object; use the MakePersistent method to make it permanent.
